Special Interest: Portobello Road was mainly built during the Victorian era. Before about 1850, it was little more than a country lane, developed over a relatively short period. The site lay within the Ladbroke Conservation Area. The general characteristic of the conservation area in terms of style, is of the late 19th century with overtones of semi classical villas; much render on front elevations, with great variations in architectural detail and treatment, due to the numerous individual developers involved. George Orwell, a renowned English author and journalist, is amongst the many famous names who have lived/or live in Portobello Road.
Scope of Professional Services:
Heritage Architecture Ltd were commissioned to undertake the following:
- PPG 15 JUSTIFICATION STATEMENT: Heritage Architecture Ltd formulated a PPG 15 justification statement for the alteration of 144/146 Portobello Road, an unlisted building located in the [extended] Ladbroke Conservation Area. Our work involved appraising the proposed alterations and any impact upon the conservation area and listed buildings within the vicinity. We encompassed the tests required and justification needed to satisfy PPG 15. An inspection of the property and its interior was carried out including a description of the building, assessment of its special architectural and historic interest, condition, the use of the building and what contribution the building made (individually or as a group) to the character and appearance of the conservation area.
- HEARING STATEMENT: For the subsequent appeal we provided a detailed statement and assisted in the preparation of the case. Further to this we attended the hearing to represent and speak upon the conservation interests on our client’s behalf. The statement formed the case for the Appellants against the refusal by the Royal Borough of Kensington and Chelsea to grant planning permission for two proposals for mansard roof extensions to 144 and 146 Portobello Road, a pair of unlisted end-of-terrace houses within the extended Ladbroke Conservation Area.
